DILG urges LGUs to support PhilSys mobile registration

The Department of the Interior and Local Government (DILG) urged local government units (LGUs) to assist with the Philippine Identification System (PhilSys) mobile registration.

DILG issued Memorandum Circular No. 2022-127 last 04 October 2022, instructing LGUs to assist in mobile registration activities “as a strategy to cover the remaining unregistered population.”

As of 07 November 2022, 74,778,024 Filipinos are already PhilSys-registered, which is 80.9 percent of the 92 million target for 2022.

Through mobile registration, the Philippine Statistics Authority (PSA) brought PhilSys registration closer to Filipinos residing in Geographically Isolated and Disadvantaged Areas (GIDA), members of indigenous cultural communities/indigenous people (ICCs/IPs), senior citizens, and persons with disability (PWDs). PhilSys registration teams utilized available modes of transport in localities to ensure that Filipinos will be registered to the PhilSys.

Under the memorandum circular, LGUs are encouraged to support mobile registration by (1) issuing clearances for the conduct of mobile registration, (2) lending backup service vehicles for the deployment of registration teams and kits, portable generators in areas with an intermittent supply of electricity, (3) identifying locations within the locality, and (4) ensuring overall security and safety of mobile registration operations.

The DILG also instructed LGUs to waive fees for barangay clearance of indigent persons. Barangay clearance is one of the supporting documents that can be presented to register to PhilSys.

LGUs are also encouraged to support information dissemination about PhilSys, its benefits, the three-step registration process, and the schedule of mobile registration activities.
