PhilHealth, DOF, NPC among government agencies accepting ePhilID for its transactions

Date of Release: 30 January 2023
Reference No. 2023 – 27

More government agencies have released issuances and advisories recognizing and accepting the ePhilID as a valid and sufficient proof of identity and age for transactions.

In an advisory released by the Philippine Health Insurance Corporation (PhilHealth) last 17 November 2022, the ePhilID shall be honored and accepted as sufficient proof of identity in all agency transactions.

All offices, divisions, and units of the National Privacy Commission (NPC) also accept the ePhilID, as mandated by a commission order dated 25 October 2022, for its services, such as data protection officer individual registration and filing of formal complaints against violation of data privacy.

Moreover, the Department of Finance (DOF) also announced in a memorandum to all its attached bureaus and agencies the acceptance of the ePhilID, citing the public advisory issued by the Philippine Statistics Authority (PSA) on 30 September 2022. Among these transactions is the application for examination as a capital market professional at the Securities and Exchange Commission (SEC) and claiming balikbayan boxes and other parcels at the Central Mail Exchange Center (CMEC) with the Bureau of Customs.

“The PSA extends its gratitude to our partners, PhilHealth, NPC, and DOF, for supporting the implementation of the ePhilID,” said PSA Undersecretary Dennis S. Mapa, National Statistician and Civil Registrar General. “Through the ePhilID, we are optimistic that more registered persons can enjoy immediate access to various services and programs.”

All ePhilIDs presented in transactions with PhilHealth, NPC, and DOF are subject to authentication through the PhilSys Check, a website to scan the QR code of the PhilID and ePhilID for verification.

To fast track the issuance of the ePhilID, the PSA has also implemented the plaza-type and house-to-house distribution, following the advisory released last 03 January 2023.

Registered persons already issued with a PhilSys Number (PSN) may claim their ePhilID at PhilSys registration centers by setting an appointment using the ePhilID Appointment System at https://appt.philsys.gov.ph.

Meanwhile, the PSA has begun the gradual rollout of sending SMS notifications to registered persons who can now download their ePhilIDs on their mobile phones.
