Date of Release: 16 September 2022
Reference No. 2022-392

The Philippine Statistics Authority (PSA), the lead implementing agency of the Philippine Identification System (PhilSys), joins the global celebration of International Identity Day this 16 September 2022.

Celebrated annually since 2018, the International Identity Day commemorates the most important human asset-identity-and its crucial role in transitioning to a digital society.

“Identity is a fundamental human right,” PSA Undersecretary Dennis Mapa, National Statistician and Civil Registrar General said. “Through national identification programs like Phi/Sys, we can help realize inclusivity, protection, and empowerment for all.”

PhilSys and its integration into services, processes, identification systems, and databases of government agencies can help improve the efficiency and transparency in the delivery of public and social services, enhance administrative governance, reduce corruption, and curtail bureaucratic red tape to avert fraudulent transactions and misrepresentations to strengthen financial inclusion and promote ease of doing
business.

The provision of a digital ID that is free, has lifetime validity, and available to all Filipinos and resident aliens, simplifies transactions by eliminating the need to present other forms of identification, prevents identity theft and other similar scams, and promotes financial inclusion.

“[We believe] in the transformation potential of a digital ID like PhilSys,” Assistant National Statistician Rene Mendoza said. “We make it our mission for PhilSys to be available to all Filipinos.”

True to this mission, PSA targets to register 92 million Filipinos by the end of 2022. As of 26 August 2022, 72,352,157 Filipinos have completed their PhilSys Step 2 Registration which is 78.6 percent of this year’s target.

Meanwhile, the agency is set to issue 50 million PhillDs by the end of the year. This will be done through a combination of 30 million physical cards and 20 million digital PhillDs, which will be available in various formats-printed, downloadable, and mobile.
