PhilSys Integration Implementation Plan (PIIP)

Introduction

On 17 February 2022, the Office of the President, under the administration of former President Rodrigo R. Duterte, issued Memorandum Circular (MC) No. 95, s. 2022, directing all government agencies, offices, instrumentalities, and local government units (LGUs), to prepare for the implementation of the Philippine Identification System (PhilSys) and its integration into the government processes, databases, systems, and services.

Covered Agencies

The Covered Agencies of MC No. 95, s. 2022, are all government agencies, instrumentalities, departments, bureaus, offices, LGUs, Government-owned and Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), state universities, and colleges, and other chartered institutions.

PhilSys Integration Implementation Plan (PIIP)

Pursuant to MC No. 95, s. 2022, all Covered Agencies are directed to prepare their PhilSys Integration Implementation Plan (PIIP), detailing the specific activities to be covered in the integration with the PhilSys, the timelines, the responsibility center, and the budgetary requirements.

The plan should contain the list of covered agencies’ services and processes to be integrated with PhilSys and the type and quantity of biometric authentication devices needed.

PIIP Template

The Philippine Statistics Authority (PSA) developed a PIIP template to provide a standardized format for covered agencies to use when developing their own integration plans for PhilSys. This template helps Covered Agencies ensure that all necessary elements are included in their plan.

The PIIP template also includes both general and fill-in instructions to guide users on how to accurately and properly complete the form.

Submission of PIIP

All PIIP shall be submitted to the PhilSys Policy Coordination Council (PSPCC) through the PSA. Covered agencies may send their approved PIIP to the Government Service Use Cases Division of the PhilSys Registry Office through the email address gsucd.staff@psa.gov.ph
